Mr Kevin Silberberg
B Sc, B Ed, M Ed (Course Work), TSTC

Kevin has been engaged in the education profession for almost 40 years spanning both secondary and tertiary institutions and the Commonwealth Higher Education Division of the Department of Education, Science and Training (DEST).  His extensive career includes: 

  • participation in the Budget process including the provision of policy advice and the preparation of Budget related papers; 
  • preparation of submissions to parliamentary Standing Committees and Senate Estimates Committees and appearances before such committees; 
  • preparation of briefings for the Minister, Secretary and other senior public servants; 
  • participation in the OECD's International Education Performance Indicators project; 
  • establishing and maintaining Commonwealth program guidelines with particular emphasis on financial accountability, delegations and other protocols necessary for the protection of public funds; 
  • the financial and general administration of a variety of national programs including: 
    • the Large Research Grants program; 
    • the Evaluations and Investigations program; 
    • the Higher Education Equity program; 
    • Research Infrastructure Block Grants; 
    • the Small Research Grants program; 
    • Advanced Engineering Centres and 
    • the Learned Academies; 
  • strategic planning and re-engineering the management of research grant and fellowship applications with particular emphasis upon electronic processing including the adaptation of the Structured Information Manager to assist the process of peer review; 
  • change management including scoping, business re-engineering and communications exercises involving contracts, liaison with consultants and facilitation; and 
  • Acting Director, Access and Equity Section, DEST

Kevin has been involved in private practice over the past seven years providing strategic advice to universities and not-for-profit organisations, particularly with an emphasis on IT enablement of business processes and the delivery of improved services to students, staff and other clients.
